THE SMALL BUSINESS PROGRAM OVERVIEW

Small businesses are an essential part of numerous Caltrans projects — including the seismic retrofit of the San Francisco-Oakland Bay Bridge as well as the Antioch and Dumbarton bridges. The Small Business Program helps small business owners and Disabled Veteran Business Enterprises (DVBE) learn about the contract opportunities available and how to get involved. The program offers:

BE A PART OF THE HISTORY!

As of October 2010, 163 small businesses and DVBEs have worked on the Self-Anchored Suspension Span, Yerba Buena Island Detour and Oakland Touchdown, totaling more than $130 million in contracts. With construction on the Bay Bridge scheduled to continue into 2013, numerous opportunities still exist. There are also small business opportunities on the seismic retrofits of the Antioch and Dumbarton bridges, which started in 2010.

Contract Opportunities


CONTRACT OPPORTUNITIES

The Small Business Program works closely with prime contractors during construction of the Bay Bridge’s new East Span to help secure opportunities for small businesses and DVBEs to participate in this historic project. Small businesses and DVBEs have already proven to be invaluable to the seismic retrofit of the Bay Bridge, providing a wide variety of construction, transportation and related services, including embankment construction, roadway excavation and erosion control. During construction, the Small Business Program works directly with prime contractors and Caltrans construction staff to identify contract opportunities for certified small businesses. Based on specific needs, the Program facilitates the identification of certified small businesses and the matching of these businesses with prime contractors.

The Program also provides support for retrofit projects on the Antioch and Dumbarton Bridges.

SECOND CONTRACTOR CONSTRUCTABILITY WORKSHOP

Yerba Buena Island Transition Structure, Contract 2
Including the Dismantling of the Yerba Buena Island Detour and Cantilever Structures


EVENT DESCRIPTION

Caltrans will host a second Contractor Constructability Workshop for Yerba Buena Island Transition Structure, Contract 2.  Work under this construction contract will include the dismantling of the Yerba Buena Island Detour and the cantilever structures. The purpose of the event is to:
  1. Review Caltrans’ work scope for each phase of the dismantling, provide design consideration updates and provide responses to inquiries regarding the performance-based specifications
  2. Provide an update on environmental considerations, requirements and the necessary permits
  3. Request additional feedback from industry experts regarding design, bid package and construction considerations

The construction of a new world-class bridge means the original San Francisco-Oakland Bay Bridge East Span which has been vital to Bay Area growth and economic development since it opened in 1936 must be removed. The dismantling of the existing East Span will be challenging due to constraints and restrictions in a marine environment that are in place to protect water quality, wildlife and the traveling public.

EVENT LOCATION AND PROGRAM

The event program will consist of a project tour on Saturday, February 18, 2012 and a morning workshop on Thursday, February 23, 2012.

PROJECT TOUR:

The site visit will include a boat tour and a walking tour of the upper deck. This tour has been coordinated to coincide with the bridge closure that will occur during the President’s Day holiday weekend.

Because this tour is coordinated with the deck closure work, inclement weather may postpone the planned closure; please listen to local media reports or visit baybridgeinfo.org for a closure status.

If the closure is postponed, it may occur the following weekend (weather permitting). Tour participants will be contacted with a confirmation of the tour postponement and the new tour date, expected to be Friday, February 24, 2012, beginning at the same time.

Due to boat capacity limits, we are requesting advanced sign-ups for the project tour, limited to two (2) representatives per firm.

Tour guidelines and relevant project information will be provided on the day of the tour. Attendees should dress appropriately to visit an active construction site, including wearing work boots or thick-soled shoes. Other required safety equipment (hard hats, safety vests and safety glasses) is available during the tour check-in.

WORKSHOP

The Workshop will be held in the auditorium at the Caltrans’ District 4 Offices.
Date: Thursday, February, 23, 2012
Time: Registration - 8:00 a.m. to 8:30 a.m.
Program - 8:30 a.m. to 11:00 a.m.
Location: 111 Grand Avenue, Oakland, CA

Advanced registration for the workshop is not required, however, attendees will be asked to register upon arrival.

WHO SHOULD ATTEND THE WORKSHOP?

For the benefit of marine life and the traveling public, Caltrans will dismantle the original East Span by the most cost-effective and environmentally friendly methods available. As such, the Constructability Workshop is designed to share important information regarding dismantling challenges and constraints in order for Caltrans to receive important feedback from industry experts in the areas of:

  1. Structural Steel Design and Modeling
  2. Bridge Support Systems
  3. Marine Surveying/Specialty Services
  4. Hazardous Waste Abatement for Steel Structures

The target audience for this outreach is prime contractors and subcontractors with expertise in the areas listed above. The feedback from the industry experts will assist Caltrans in preparing Plans and Specifications that will protect San Francisco Bay and the traveling public during construction, and in completing the dismantling for the lowest possible cost.

WHEN WILL THE MAIN DISMANTLING CONTRACT BE ADVERTISED?

Caltrans anticipates the dismantling work will be completed under three separate construction contracts – Yerba Buena Island Transition Structure, Contract 2 (YBITS 2) and two main Dismantling Contracts, one for the superstructure and one for the marine foundations. The YBITS 2 construction contract will be advertised in the spring 2012 and the advertisement dates for the two main Dismantling Contracts have not yet been determined.

OPPORTUNITIES FOR SMALL BUSINESSES

There will be more detailed project information available to small businesses and other interested parties, as well as an opportunity to meet prospective prime contractors, at a future Bidder’s Conference.  The Constructability Workshop is designed to specifically engage industry experts and not as a forum to disseminate general project information or provide general networking opportunities.

BIDDER’S CONFERENCE FOR YERBA BUENA ISLAND TRANSITION STRUCTURE, CONTRACT 2

The Bidder’s Conference for YBITS 2 will be held in the spring/summer 2012 and an event notification will be posted following contract advertisement. The objective of the Bidder’s Conference is to provide necessary contract information to prospective bidders for bid purposes, discuss opportunities for small businesses and create an opportunity for small businesses to meet prospective prime contractors.



Oakland Touchdown, Contract 2

Bidder’s Conference/Contractor Outreach and Networking Event:
Oakland Touchdown, Contract 2
Held Thursday, December 8, 2011

The scope of work for the Oakland Touchdown, Contract 2 (OTD 2) includes the construction of the remaining portion of the eastbound Route 80 bridge deck, new east span roadway approaches, access roads, a parking lot, a bike path and new landscaping.

This construction contract will complete the west and eastbound roadway approaches, resulting in the final west and eastbound traffic configurations. The new approaches will introduce westbound drivers to the new east span as it carries traffic from Interstate 80 onto the side-by-side decks of the Skyway section toward Yerba Buena Island and carry eastbound drivers from the Skyway section onto Interstate 80 and into the East Bay.

New Caltrans maintenance access roads will be constructed in order to serve the new Toll Administration and Maintenance Buildings. The new parking lot, located at the foot of the bridge, is one of several improvements to be constructed to facilitate public access to the new bridge and public areas.

Work under this contract will also include the construction of an electrical duct bank; the installation of supervisory control and data acquisition (SCADA) , call boxes, traffic operations, and strong motion detection systems; the placement of new and removal of existing high mast lighting, as well as other electrical work needed for the new and existing highway facilities.

Construction will also include the completion of a bike path along the south side of the new bridge, as well as a bike path landing. The landing is designed as a gathering place for bicyclist and pedestrians as the point of entry to the bike path. At this location bicyclist and pedestrians can either head west to enjoy expansive views of the bay all the way to Yerba Buena Island or east to connect to the bikeway and pedestrian networks (Bay Trail) in Emeryville and West Oakland.

The new landscaping will improve the appearance of the newly built approaches and public areas near or leading to the new east span. The new landscaping will also serve to minimize the impacts of noise, storm water runoff, and prevent soil erosion.

OUTREACH

The Small Business Program provides numerous opportunities for small businesses to meet with prime contractors and their peers. In 2007, the program launched a proactive and focused outreach effort to increase small business and DVBE participation on construction contracts, particularly the East Span.

The program offers events and other opportunities for small business and DVBE owners to interact and network with other contractors. Such events are part of the program’s efforts to match prime contractors with the right small business partner. Check back often for information about upcoming events.

At these events, we encourage small businesses and DVBEs to bring marketing materials, qualification information, client references and other useful information to better position themselves for potential contract opportunities.

EDUCATION AND TRAINING

The Small Business Program includes producing events and collateral materials, designed to educate prospective businesses about the Bay Bridge Seismic Safety Projects and to help identify valuable resources and provide opportunities to help small businesses grow and thrive.

Professional development and technical assistance courses, held in both San Francisco and Oakland, are lead by industry experts/ These free workshops delve into a variety of relevant topics to provide real-world knowledge and insight to small businesses gain a competitive edge.

Workshops topics have included Bonding and Insurance, Bidding and Estimating, Doing Business with Caltrans, Subcontractor Essentials, and the Caltrans Owner Controlled Insurance Program.

Future workshops will also provide technical assistance, including Capacity Building. Capacity Building is a comprehensive effort to provide small businesses with the assistance needed to increase their business management skills, long-term viability and success on public projects.

BUILDING PARTNERSHIPS TO SUCCESS

An essential element of the Small Business Program is forging partnerships with businesses, agencies and community-based organizations that support individual, small business and Disabled Veteran Business Enterprises (DVBE) growth and development.

The vision was to create an integrated Small Business Program, to benefit local and minority small businesses, based on public and private sector partnerships. Building partnerships is the critical step in obtaining significant small business and DVBE participation during construction on the Bay Area Toll Bridges; the key element of partnerships is building relationships to promote access, foster growth, and facilitate the transfer of technology.

This approach provides bidders, small businesses and DVBE contractors, vendors, suppliers and individuals in the skilled trades with resources to meet these important objectives while advancing participation on the Toll Bridge projects.

The effort to develop and implement the Program reflects the scope, scale and effort needed to construct a world-class bridge. The expertise of Program staff, the voluntary compliance by the prime contractors and the fact that the Program works as an extension of the prime contractor to alleviate impacts to their resources have been the most important factors in the successful participation of small businesses and DVBEs during construction. There has been a very positive response by small businesses, DVBEs and their advocates to the Program achievements.

Some additional facts:
• Small Businesses and DVBEs are performing essential elements of bridge construction
• The Program has established a strategic partnering model that is unique to capital construction projects and this structure is producing results
• Prime contractor involvement with subcontractor training is essential to success of small businesses
• The SBP works actively with prime contractor as a partnership to identify unobligated work in order to maximize small business and DVBE subcontracting opportunities

RESOURCES

The Alameda County Small Business Development Center works with Caltrans to help disadvantaged and small business construction and professional services firms, providing free or low-cost training and free one-on-one counseling to improve success in winning and performance on public works contracts.

City Build is an employment service program under the Workforce Development Division of the Office of Economic and Workforce Development, which provides workforce training and job referral services to San Francisco residents interested in pursuing a career in the construction industry and assists contractors working on City Construction Projects with their local hiring obligations.

Cypress Mandela Training Center, located in Oakland, is a workforce development program, providing skilled trades training to men and women.

Oakland Private Industry Council provides accessible, high quality training and employment services to local residents and employers.

The Department of General Services – Procurement Division, Office of Small Business and Disabled Veteran Business Enterprise Services (OSDS) is the State's certifying agency that administers the Small Business and DVBE Certification Programs. Non-profit organizations and non-profit Veteran Service Associations receive registration upon application approval. In addition, the OSDS' Communications & Outreach section assists Small and Disabled Veteran businesses by participating in outreach events, providing resource guidance and supporting the businesses through advocacy.

State of California Procurement Division (PD) is the central purchasing authority for all California State departments, agencies, institutions, community colleges, technical institutes and boards of education. Each year the agency procures almost $10 billion of goods and services ranging from pencils to temporary labor.
